No, the purpose of the app is to send reports and to view files. If you want to manage staff then this needs to be done via the admin portal, however you can of course use the admin portal on a mobile device via its browser.

You can manage your own account via the app however, such as changing your details, password and uploading a new profile photo. To do so, login to the app and then click the profile button (the cog icon); here you can change your details.
